water won't drain

I have checked and the drain is open to the garbage disposal, but the water won't drain out of the dishwasher. Some of it will, but water stands in the bottom of the dishwasher.
I pumped the water out so that I could see the bottom of the dishwasher. I found a broken spring in the bottom and there was paper and toothpicks in an area that had a propeler on it. I am at a loss. I have tried to find a repair manual, but can't seem to find one.
