Wash arms not spinning

Dishwasher fills with water and drains but dishes are still dirty and soap is not dissolved.
Wash arms spin by hand. I removed bottom one and made sure nothing was blocking spray holes. Replaced and still no movement during cycle.
Please help. Open to any ideas.
