Only right hand hobs work

Cooker connected as handbook i.e. Live to #1, Neutral to #4 and Earth to PE. Can see connecting plate between #4 and #5 but no connecting plate between #1, #2 and #3. Do you have to link #1, #2 and #3 together?

Linking pins for #1, #2 and #3 stored behind the large plate linking #4 and #5. Once #1, #2 and #3 linked, all working.
