Product Problem: KUDP01FL Not moving water up to wash arms

Greetings. Water is pooling in the tub and I can catch a glimpse of it bubbling out of the lower wash arm upon opening the door during a cycle. However, no water appears to be pumping up to the middle and upper spray arms. The upper rack is dry as is most of the door (and soap is cacked near the soap dispenser). What would prevent the water from being pumped through these assemblies?

Our dishwasher has a funny smell even when there are no dishes inside. We have tried using the washer without dishes to get the smell out but it did not help.
