Product Problem: JET DRY

I CANNOT FIGURE OUT WHERE THE JET DRY FLUID GOES ON THIS MACHINE. I HAVE NEVER USED IT BECAUSE I USE THE CASCADE PELLETS WITH IT IN THERE BUT NOW I AM GETTINGA MILKY FILM ON MY GLASSWARE AND WANTED TO TRY THE JETDRY. HELP!!!!!!

Model IUD4000R
There does not appear to be enough water going into the dishwasher and dishes are often left dirty. When I open during operation there seems to be only a steam residue or condensation on the dishes. I've tried all the troubleshooting suggestions short of calling a plumber. Any suggestions?
