I have an Admiral refrigerator with the ice an wat...

I have an Admiral refrigerator with the ice an water on the outside of it. For some reason we are not able to get any ice the last few days when we press the button. We jsut changed the filter what could be happening? Also the freezer part makes noises all the time sounds like snoring is this normal?
