Our steamer heats up but the rice does not get cooked. We put water in the base up to the high level, then the rice into the rice bowl and finally the rice bowl in the steaming bowl and set that on the base. We cover and cook but is not cooked. the timer works, the steamer works but the rice is only a little damp and still hard. are we missing something? thanks, Brad
