Why water doesn't drain/pump out of bottom?...

The bottom is completely full of water. I have a disposal that the drain goes to. When it has finished the cleaning cycle I can hear what sounds to me like a small electric water pump running. I have checked the screen in the bottom and it was OK. What's the steps I need to take to confirm what needs to be replaced?
