I can't seem to get my Daewoo FRG 1870 BNW refrige...

I can't seem to get my Daewoo FRG 1870 BNW refrigerator/freezer to a temperature that is in the safe zone for freezing and cooling. The temp wheel looks like 7 is the coldest. Is that correct?
