Dishwasher will not pump out water. Filters clean...

Dishwasher will not pump out water. Filters cleaned water discharge line open. Pump winds like it is trying to kick-in, but doesn't pump any water out of machine. How do I determine if the pump is bad or the wash selection time is bad.
