Defy Side by side F640 Evaporator fan Knocking...

Defy side by side F640 evaporator fan is making funny knocking noise. The fan motor is fine and the compressor is on. The fan comes on and seems to be going on an off the whole time as if its not getting enough power to run smoothly as before. The freezer side is not cooling, but the evaporator coil is iced up. What should I check for next?
