What number setting should fridge be. It has been set on 4 but does not seem cold enough. Is 3 or 5 a colder setting?

0 My fridge is set at number 4 but the food is warm. The fridge does not seem as 'noisey' as it should be. The light remains on. Do you have any suggestions as to what the problem might be?
