How do I remove the middle device, so I can clean out the bottom of the dishwasher?...

My dishwasher doesn't completely clean the dishes. Sometimes there is food left on the dishes, other times there is soap left on the glasses. Please help- Need to clean/drain the middle console on the bottom of the dishwasher, but need to know how I can remove it safely without breaking anything.
