unable to open rinse aid compartment....

Unable to open rinse aid compartment. It looks like the previous tenant had a problem and broke part of it. Never told me about it. My new tenant was asking for me for help to put in the jet dry. It seems to stuck. There's no way to turn it. Any suggestions? There must be some residue that is keeping it in a locked position. Please help.
