I need direction to take out the upper basket. It is secured by two clips and I cannot release them.

0 My dishwasher stopped mid way through and left some water on the bottom. I've read some of the newer dishwashers have a fuse that could need replacing. Mine model is from 1992. Anyone have any ideas?
