Our GE Profile PDWT180RSS is not cleaning the dish...

Our GE Profile PDWT180RSS is not cleaning the dishes. The soap tray opens, but there is still soap in it at the end of the cycle. I cleaned out the water outlets and it seems to pump fine. I checked the dish stacking alignment and it looks good. It looks like too little water is being sprayed around the dishwasher.
