Setting the top oven temp to 350 degrees, reads on...

Setting the top oven temp to 350 degrees, reads only 300 by an hand held oven thermometer. The bottom oven does not reach 350 even after 1 hr. when using the lower oven dial to set the temperature. Is there a replacement part(s) or does this problem cannot be fixed.
