motor started running all the time but its not staying cold and food not staying frozen

0 The fridgerator is not keeping food cool at the top of the fridge. It is 60 degrees while the bottom of fridge is running 40. If I turn it down it freezes at the bottom of fridge but still not cooling top part. There is no cool air coming out the top vents of the fridge. Model number MRS20HRAWS
