ice is formed over piping in ice cream freezer...

I have a freezer that ice is formed over the refrigeration piping. What is causing it and how do I eliminate it?

5 Although it's likely it was manufactured poorly (Hill Phoenix has a bad reputation for quality), there is a chance it is something as simple as air flow (changed filters, cleaned coils lately?) or maybe the dehumidifiers (dryers) aren't working.
