How can I unblock the drain?Under the drain filter...

How can I unblock the drain?Under the drain filter/plastic part/filter which lifts out for cleaning,there is stagnant water.Also the salt container is full of slightly smelly water,not salt.I need a manual in English for our particular model,it was made in Italy and no longer is.
