Need circuit diagram for convection oven w156. Broiler not working, element appears good with 20 ohm resistance

0 element is BAD if it has that resistance (20 ohms)   In order for it to produce 2300 watts of heat @ 230 volts, resistance MUST be about 0.1 ohms.
20 ohms will give about 11 watts
