the top of the 2 blinking lights for ice maker is ...

the top of the 2 blinking lights for ice maker is on (and normally its not). Ice is being made but it isn't getting dumped correctly into the bin on the door. The user guide that came with the refrigerator does not address the meaning of the light or give any troubleshooting info that applies.
