The dishes are no longer coming out clean. There ...

The dishes are no longer coming out clean. There is a film on the dishes, with tiny bits of food stuck to each item in the dishwasher. I removed the bottom spinning arm and tried to clean the filter sitting on the bottom of the machine. Still dirty dishes. The glasses are all cloudy now. Please help!
