bottom element isnt heating up,was replaced and st...

bottom element isnt heating up,was replaced and still not heating...checked all voltages the only one not reading anything is for the bottom element in lower oven...could it be the relay that has to be replaced.. i have a maytag gemini double oven model #MER6772BCW
