The top rack is not cleaning anything well at all....

The top rack is not cleaning anything well at all. I've tried changing soap and rinse agent but nothing has helped.

0 I use nothing but Cascade (after trying others) and fill both cups full. I do live where the water is soft (on the coast) and don't have any trouble getting things clean in the top rack. If you have a rotating wand that sprays water upward make sure you're not putting things in the bottom rack that prevent it from spinning.
