I have a Panasonic microwave NN-SN6715 that works ...

I have a Panasonic microwave NN-SN6715 that works properly according to my needs except, when placed on a reduced power level, it runs but the power level is not reduced - it heats as if on full power. I have verified this with a thermometer. What must I do to correct the problem?
