Roper model RT18BKXJW00 - Freezer coils completely...

Roper model RT18BKXJW00 - Freezer coils completely frozen and frosted over including inside of freezer, fan runs continuously in freezer. Have to manually defrost with hair drer evry 2 weeks or so. What causes this?
