I have just moved into an apartment with a 7 year ...

I have just moved into an apartment with a 7 year old Smeg A31X-7 oven and I am having major problems cooking - the oven does not heat up enough (takes about 1/2 hour to get to max. temp). I don't think the oven has had much use in its lifetime but can you advise what to do please?
