501R. Is there any way to turn it off completely?...

501R. Is there any way to turn it off completely? Ours only goes down to setting 1 and has no off. The evaporator is bad, I think (frost on back wall) and the seal is broken so I took everything out and want it to be off to let all ice melt off. It stayed off a long time but then started back up again.
