Question About Sunbeam Rice Cooker RC2610

an instruction plate insidethe cooker wall says to insert inner bowl and turn left then right buit nothing happens and the inner bowl seems loose. Ther is nothing tohold it in place. THE 3 SPRINGY THINGS FIXEED TO THE RIM OF THE BOTTOM BIT DON'T GRIP THE INNER BOWL. i GOT IT FROM BIGW.iT WAS ON 'SPEcIAL' perhaps that's why. pLS ADVISE
