put new batteries in(4aaa) model 7403 0.0 flashes...

put new batteries in(4aaa) model 7403 0.0 flashes the 4 dashes then back to 0.0 and back to dashes. step on it with 1 foot then off no change. Took batteries out, step on it for 5 seconds put batteries in step 1 foot no change . doesn't give me weight
