how do I change the settings? it has an on/off but...

how do I change the settings? it has an on/off button when I hold it or push it - It will turn on but only to warm. I want to cook on low. There is a low and high light but no button that I see. Also there is a time cook button but when I push it or hold it nothing on the display changes... Still reads 0:00
