The upper two heating elements get hot. The lower two don't. I checked continuity and the lower elements don't appear to be burned out. It looks like there is one relay for the upper pair and another for the lower pair. The relay may be shot. The whole circuit board is likely to need replacement. Is there a parts diagram or list or repair/troubleshooting manual?
