re: viking VEDO265CSS oven, heating element burned...

re: viking VEDO265CSS oven, heating element burned out and broke apart. Just replaced it with a new factory element (part # VKPJ010006). Not working,When I turn on oven switch turns on upper element but not new lower one . Could new one be defective? help.
