My freezer never lets ice thaw, but sometimes ice ...

My freezer never lets ice thaw, but sometimes ice cream is hard, sometimes soft. Bread never seems to freeze . I took a pizza out last night and the crust was limp. What's the problem? I had a repair guy out earlier and he said he reset some things, but the problem is not solved. The refrigerator seems to work perfectly.
