Sets a static IP address for the port.

Sets RIP to operate in passive mode (listen for routing broadcasts to update the routing table, but
do not broadcast own routes).

Sets RIP to operate in active mode (listen for routing broadcasts to update the routing table, and
also broadcast own routes).
